Assistance ID'ing toy race cars
There were these cars ca. 1991-92 that were battery powered with small electric motors in them. They had interchangeable parts like wheels/tires and even the bodies I believe. They were essentially large slot cars but ran on their own and could be used on or off a track. There were small wheels on the outside of the frame to guide them along the tracks. They were about six inches by four inches or so and were quite fast. I cannot for the life of me remember what they were called.

They sound somewhat like Hasbro's Record Breakers.
