Info on this little figure?

Anyone know what this little figure is from? I don't really know anything about it. It's about an inch and a half tall, and it's head can be pulled off. On the bottom is says made in China 2009 WPE.

I have one of those! I remember these toys came in different packages. Like robots, pirates and ninjas... They came in an egg thing that dissolved with hot water. I've been searching them for years but I can't remember the name of the company.
