please help identify these figures

Hello -

Can anyone please help me identify these plastic pieces. They stand about 2" high. The markings on the base differ slightly from piece to piece. It looks like the figures on horseback...

Can you please help identify these action figures

I found these in a thrift store and I have no idea what they are. They stand about 8" tall. The one in vest has "Freex" tattooed on his arm. They have no company name or manufacturing location...
