Shark / Robot Toy?

Hi all,

Does anyone know what toy / character this is? I was told there used to be a "Transformer" inside but I think it might have just been an action figure of some sort?

It's a G1 Transformers Pretenders: Submarauder figure. Here's a photo with all of this figure's accessories.
