Why the hell does the numbering jump to 36 for Green Arrow? This is the wave, the only one, I've seen at Wal-Mart, and that one left me scratching my head.

Also, who's 23?

Lately I've seen Dr. Fate, Black Lightning, and Green Arrow. I hate missing out on the Batman figures.
