I don't think we'll get any more the 2 more waves at most, as Hasbro have to divert their attention to getting ready for the Avengers line next year.
I also think that getting more Comic figures may not be on the horizon. Its been reported from Hasbro that the only reason that Comic figures were included in the first two waves was because they didn't get the designs from Marvel Studios for the Movie characters till very late on. So they had to put out product to fill the void and chose to go with comic figures. It also helps that some of the people at Hasbro have been vocal about their love for Ed Brubaker's run on Cap.
So would we have gotten any comic based figures if they had the movie designs earlier? I'm willing to bet we would have, but maybe not have gotten a new Bucky cap or even Crossbones. Or it could have been like the Thor line.
Regardless, I'm more than willing to assume that any subsequent waves will be majority Movie based. This means at least two more Cap figures (leather jacket and maybe his USO outfit), another Red Skull (in his black outfit, or with a Hugo Weaving head) and perhaps even a Bucky, as well as the Hydra soldier we've already seen.
Beyond that, I can see them making a Baron Strucker, either as a Movie Concept figure or appearing how he does in the Cap: First Avenger movie universe game. Much like the Red Skull, he could be dressed in the movie Hydra uniform and still pretty much pass as a comic universe Strucker.
Comic line wise, I'd really like to see a Zemo, though he could easily be included in Marvel Universe. I'd die for an Arnim Zola figure though, as this is pretty much the only chance we'd get a figure of him.
