Hasbro does organize the case assortments by wave (it's usually printed on the box), but the larger retailers don't really pay that much attention to which wave they order. They really only pay attention to the number of cases versus current stock and recent sales figures.

Correct me if I'm wrong, but I think you might have more of an issue with Hasbro's choices regarding their case ratios (i.e. how many of each toy in the wave is in a case).

As Hasbro said in their response, the case ratio is determined by popularity on a national scale (i.e. who will sell the most overall, not just in certain areas of the country).
