As a former walmart employee, that is wrong. No useful information can be gathered by what Walmart puts on clearance or not. It is up to the local store managers to decide what gets clearanced out (And most usually refuse to clearance anything without months of pushing by the department supervisor).

They will clearance out older "shelfwarming" stock in order to get newer stock from the backroom onto the salesfloor. I can sometimes find older waves of DCUC in the clearance section while finding newer figures on shelves in the toy isle.
Sometimes they clearance things to get rid of a line altogether. Sometimes just to move on to fresher stock.
Point being, you really can't assume that because something is clearanced, it means they're done with it.
