The store I worked at, it virtually took an act of god to clearance *anything.* I worked in the produce department, and if we were over stocked on anything (IE, Watermelons in the summer, Pumpkins in the fall, Grapes/Strawberries in season), it was pulling teeth to get our store director to allow us to reduce them to sell before they spoiled. And it was that way all across the store, for any department.
That's where I learned that it was Store Director's discretion to allow things to be clearanced.
However, all the other local stores (the other three I kept watch over, in my toy hunting range) would all clearance out toys, as well as other items to move them off pegs for fresher product. Where as, in my personal store (like yours it seems) we would just sit on them until they mysteriously vanished a year or more later.
So you just apparently had a stingy manager, like I did. (We've lost tens of thousands of dollars in produce because he wouldn't let us reduce them to move, where had he let us we may have only lost hundreds.)
