Not really. Or at least, they've failed miserably with that goal up until Rodimus.
Grimlock borrows more from the toy than he does the cartoon in robot mode (Dinosaur mode is a different story).
Optimus borrows from dozens of sources, as well as adding it's own designs. He's full of design cues that were never seen in the cartoon or the comics or the toys.
Starscream's goal was to make as realistic a jet as possible, with the robot being the secondary priority. As such, he's chock full of features never present on Starscream before. He was even given samurai design cues, intentionally.
Megatron is just one comical hot mess that fails miserably at everything it tries to do, aside from being the same size as Optimus. It's not toy accurate. It's not cartoon accurate. It's not really anything.

Cartoon accuracy isn't the priority/theme for the line as an overview. It only comes in on the individual level, like Rodimus.
