If we're talking scale-wise and true to comic-book accuracy, I'd say the WWII cap that came in the 4 pack in the Defenders set. He's NOT the Ultimate WWII SDCC Cap with the removable helmet. He's a little dialed back in terms of colour brightness, although it may look a bit washed out. I almost think they went a little too pure plastic on the Secret Wars version and then the Wolverine battle pack one is too glittery. In terms of sculpt, get the battle pack one, then repaint him with some dark blue paint if you want totally comicbook accurate. You'll need a shield that doesn't have a scratch though, but if you want pure out of the package goodness with no changes, I'd go with the MU WWII Cap but he's not cheap or the Secret Wars Cap who is a wee bit cheaper. Despite what everyone says, Secret Wars Cap pretty close colourwise to the comics of that era. In fact, the WWII Cap is almost a deliberately exaggerated with the desaturated look to create an essence of age. I would say it's down to those two.
