No one at Hasbro expects anyone to buy every product they put out. And that's also part of the allure of repacks and revision waves. It gives kids and collectors the chance to get figures they might not have been able to get otherwise. For example, say you wanted Absorbing Man, but didn't want a Doom and Wasp figure too. Well, now you have that chance. Maybe some didn't like the green on Doom's outfit and prefer the more muted colors.
Or say you started collecting two years after the line debuted and you don't have Do Boy's luck at hunting down figures.
Who knows? Maybe Hasbro will repack those characters again (they already did it once with Nightcrawler). Maybe they will do a new version that's better than the comic pack (FF pack Reed vs. comic pack Reed).
As a collector who started later than the rest, I want to have the figures I want, without being locked into buying an entire package of figures or one with a comic I'll never read. Plus, the single carded figures are so much easier to set up and display.

I like repaints, as long as the packaging is drastically different and it's a character I want. Ultron was probably a bad move, but I could see the Dr. Doom viability, even though it's not for me.

To the OP, I would hope that they discontinue this practice of putting comic pack figures on single cards because these are the figures that aren't selling. Very few folks are really excited about a new Ultron or Magneto or Dr. Doom, but they might have if they were significantly different. I get that they are trying to recoup their money on these molds, but haven't they done that already by reusing most of them many, many times? Sure, modern Thor isn't that re-usable, but Wolverine's mold has gotten a workout!
Most - but not all - of us would rather see new figures on the pegs. I have no problem with 3 packs/multipacks being re-releases as this is a great way for people to catch up (although I hate it when they throw in there a must-have figure). This is good for the line. I even don't mind revision waves. But just have a revision comic pack wave and keep them out of the singles!
Of course I'd rather see new figures, but throw in singles of the old doubles (repainted if necessary) as well to increase your product line. In short, I want a full wave of brand new characters, plus a full wave of re-released characters at the same time.
