The figure is a mix of new parts, and parts from the wave 1 Rise of Cobra Storm Shadow figure. A new Storm Shadow listing was in the recent G.I. Joe Rise of Cobra listings, so there is a chance that this figure is a new Storm Shadow figure from wave 3 or beyond.
