iGear is a third party co that's been making some very nice Masterpiece quality Transformers.. as well as some add on parts, like the Kupp head. For $12 shipped, you get two Kupp heads.. one with cigar and one without, but pretty much the same face/expression.
And to answer your question about the weathering; no, that's not paint/detail weathering.. it looks like there's just a reflection or something in that picture. The paint is smooth, color accurate, and all within the lines.
its cool man,thanks for the info on igear,it doesnt seem like a bad deal for $12 but why does it seem with tf's everything cool comes from a 3rd party?like that skywarp a few years ago at walmart,it came with 2 heads and that was hasbro,too bad they cant do that all the time huh.
