The black shirt seems to have a slightly different and maybe even cooler haircut. Im not a fan of the all black outfit though, a little too Emo for my tastes. Ill be going with the white shirt version. He does maybe look a tad bit too much like Hitler though. Add the stache and its almost him.
Totally agree that he has a Hitler theme going on, but I think that is totally by design by Ashley Wood. He is the supplier of war machines, but we know that Rothchild isn't anything that a little Omega "Aldo Rain" 145 brand of justice couldn't handle.
Regarding the story, "Complete World War Robot" is the best source. It collects the whole graphic novel. For new story point updates though, that is usually communicated through threeaonline forum directly from Ash.
