Basically, she embodies that entire transition from childhood to adulthood. It's much much much more than that, but at a quick glance that's part of why she reverberates in a lot of fans quite well. Especially the ones that had horrible times in school, or girls that get tired of how the guys in the world treat them or look at them.
There's also a large depth of other comparisons to cultures that still to this day sell children and use them as servants. There's also the entire future fertility questions that'll arise from 'cloned child births' like an italian doctor did a few years ago among much more. She's also got a larger range of strategic aspects as opposed to wolverine. Wolverine's an animal and a self-proclaimed thug. X-23 is strategic with accuracy and pin point precision. Basically she's the exact opposite of wolverine in every way which is what makes her fun and interesting as opposed to say Daken who is just Wolverine with a mohawk who is 'evil by environment'. Though all 3 tend to really play up to the nature vs nurture argument as well.
My favorite part about the character though personally, is unlike wolverine who reacts by his gut instincts, she reacts based on her surroundings and all available information. Issue 7 of her ongoing really highlights this. It's a situation where wolverine would have just gutted them all anyway. Due to the surroundings and all the information available though, X-23 avoids killing anyone. It's a great highlight to their differences in personalities and what they see. For a TV comparison, she's the Ziva to Logan's Gibbs if you watch NCIS.
