Nope- Robbie and the other recruits were de-powered when the Ritch needed all their Novaforce to fight during Thanos Imperative- ans Ritch transferred the Worldmind to Quasar, but when it went offline, it never rebooted.

This could be a Nova that was waaaay out in the galaxy (like that drill seargent cyborg guy was) or he could be somwhoe connected to Supernoa or the Shiar Nova Prime captured in War of Kings...but he's drawn like a child (big head, small/short limbs, useing language like "Epic Fail").

Either the art was shit, and he's supposed to be an adult or it's someone alltogether new or from some alternate reality or time or whathehellever.
