Unfortunately, as you've found out, in this instance your only option is to move. Landlords like that never change or care. They're the ones who eventually wind up with empty apartments $500 over the local prices who can't figure out why nobody will take them.
I'm sorry your figures were ruined. Maybe you can store them at your parent's or a friend's house for a while? I had to start storing my stuff in a giant pile in a legal bookcase when I got cats, because they started playing with them, until I was able to go to Ikea and get some display cases. I was even buying the new figures, and putting them right into the pile, waiting to get a case.
I did the same thing too
now shes dust free the cat just isn't that fond of sitting in a display case*, my figs are safely scattered about my room safely though
*PETA, I keed I keed, don't take legal actions against me, my cat is free and she receives plenty of did and affection
