The most dangerous people are the ones who feel that their actions are justified and choose to do questionable things out in the open because they have no fear of being caught, whereas a masked gunman is likely to want something, and once they get it they'll flee and the less attention they draw to themselves the better. Plus, if we're talking strictly super heroes here, than the likeliness that they're using guns would be pretty slim.

Isn't that what going Pro Reg will stop? Being accountable for your actions? That no one, even heroes are above the law?
