It's paypal too dude, it just depends on what is going on. The hold I was referring to was conducted without any involvement from eBay, they just froze the funds for several days longer than what would be reasonable these days. Someone transferred money to me (they no longer have the money, so Paypal has it) and still it takes Paypal over a week to allow me access to it. That just seems odd.

This is very true, though it isn't something that they want the general public to know. I've even mentioned it to the customer service people of both Paypal and eBay, and they both won't comment on it, but it was funny to listen to them weasel around admitting it.
