It comes down to personality. As in, Gardner actually has one, while Jordan is sorely lacking.
It also comes down to strength of character. Gardner, since his introduction has grown a hell of a lot. To the point where he's become the first of only two Honorguard Lanterns, while Jordan is constantly under threat of being kicked out. (Jordan is soooo much of a maverick, even though he really doesn't do anything very out of line.)
Gardner started out as a sleezie hotheaded borderlined idiot. He thought he was hotstuff, better than the entire justice league combined. Cosnatntly hitting on every woman he could, believing that they were all swooning over him. Constantly making fun of everyone (Especially Captain Marvel), no one could stand him. One of Barbara Gordan's prized posessions she has is a picture she took after Batman decked him in the nose and knocked him out.
The other Lanterns couldn't stand him very much, either.
Since then he's grown a heart. He keeps up a facade of his personality, but he would fight to the bitter end for anyone. He still makes fun of people, but now it's more good spirited, the way friends will pick on one another.
The only reason he's not officially classified as "The Greatest lantern ever" is due to DC's statis quo of insisting that be the fairly lackluster Jordan.

The new GL cartoon starting up... the first half of the series loosely based on a recent comic storyline (Green Lantern: Emerald Warriors), starring Gardner, Kilowog, Arisia, and Bleez.
