They can, but once you work out the crap he's a poseable gem.

It seems like Mattel hosed down the ankles with glue, so a lot of people were snapping ankles when they'd try to do that "articulation workout" that you do when you get a new fig. I took an Exacto and just kind of gently poked around in there to break up the paint/glue. Once you get those ankles free though, he's solid and durable.. he truly becomes an acrobat.
