It's hard to tell, this early on xactly what their long term plan is.
I have a believe, based on random rumors I've heard, that even though Avatar was a monster hit, Nickolodeon still doesn't have much faith in this series.
I've heard rumors that Nick originally only ordered like, 13 episodes of Korra, and then bumped it up to 18 once it got fairly close to airtime.
And I file this as a rumor, because I don't know if I'm remembering this correctly, but I believe they said at SDCC last year, that Korra is a lot smaller in scope than Avatar was, and will mostly take place in Republic City.
I also think they said that their plans are for one season only, but they have alternate plans to make a second and third seasons if Nick wants it.
Which feeds back into my belief Nick doesn't have much confidence in this show, dispite it's pedigree. It's timeslot doesn't help ease this belief, either.
