My theory is that one of the people on the council could be this charming fellow:
Henry Peter Gyrich - Wikipedia, the free encyclopedia
I was kinda disappointed they didnt give a hint of new/ future members though. Is Scarlet Witch and Quicksilver still tied up with the Xmen license? Or even Antman and the Wasp?
Howevor, with Thanos coming to Earth in the next movie, it does open the possibility of any cosmic level avengers(ms. marvel, capt. marvel, quasar, adam warlock).
The acting was awesome, although it took awhile for the film to pick up. but when the halfway mark came, man did it become thrilling. The part where Loki gets slammed on the floor by Hulk was hilarious. Stark was all cocky and pompous just like his original characterization(it worked). It was also neat showing the next evolution of the armor.
I dont know why people keep complaining about the cheering/clapping in the theater. I see this posted everywhere. Its part of the experience. Its no different than going to a play/broadway show. But thats just my two cents. I was lucky enough to be in a half full theater.
In making the suggestion of Gyrich you may have answered your own question as he worked with the National Security COUNCIL and they were known for giving the avengers crap as well as their security clearances.
Thought that guys voice sounded familiar
