I looked it up on ebay and there are listings for a version of it with an orange cap on the tip of the barrel, so I assumed this version predated that one. Then again, I know
nothing
about Transformers.

There is no "orange cap" version of G1 Megs. As you said, his G1 toy pre-dates the laws that cover toy weapons. But he was one of the reasons those laws came into effect.
And yes, he is an awesome figure for his time (limited articulation, but that's how it was with most G1 TFs.). And the stock and silencer parts turn him from a standard Walther P38 into the gun used on the "Man from U.N.C.L.E." TV series.
If anyone is interested in getting him, I would recommend trying to find his more recent Takara reissue as it might be cheaper and it includes all of the accessories that the Japanese version had (which was not included in the US version). Not to mention the fact that the original Microchange toy was a working BB gun in Japan, so all the Megatron ones released over there have working BB gun parts (and come with pellets). The US release of Megs had the BB gun parts stripped out.
That is a really good point. What I think is strange is that someone kept that unopened figure for so long, then one day decided to sell it for 20% of what it is worth. People are really weird.
