No, they aren't adjustable. What you are seeing is a product of the milliamp capacity of the chip. The chip was originally a sound only effect. I modified it by adding three LEDs to the proper pinout traces on the chip. However, since the batteries only output a fixed amount of amperage what you are seeing is the "hotrodded" chip taxing the mAh (milliamps per hour) battery capacity. Also since the same battery pack powers the forearm hoses, when you trigger the gun the sudden draw of power from the chip diminishes the available mAh for the arm hoses.
But a cool side effect of the way I rigged it is that if you jiggle the gun hose at the base of the backpack you can get all three hoses and the gun tip LED to stay lit up. That's how I got all the light going on in the pics. It does not effect the chip or electroniucs in any negative way.
The LEDs in the helmet are on a dedicated battery stored inside the chest. Easily replaceable as well, simply pop the head off!
Well, that was a little long winded but I hope it explains it a bit, and maybe gives some inight to how I approach doing things.
