I've never seen the following in the action figure aisle of a store like Target, Wal-Mart, or Toys 'R Us:
  • Blade
  • Vision (color non-variant)
  • Havok (classic costume variant)
  • Dr. Strange (astral form variant)
I think I've seen every other 3.75 figure and variant in one of those stores at MSRP. I was lucky enough to get a decent e-bay bid on Blade about two and half years ago. I was even luckier to get the non-variant Vision from HasbroToyShop.com before they sold out! I settled for modern costume Havok and gave up the chase for what I think is the better costume of a character I'm somewhat ambivalent towards. But the astral form Dr. Strange still tasks me. He tasks me, and I hope I shall have him for a more reasonable price than what is currently bandied about the internet bazaars.

Therefore, in my experience and opinion, astral form variant Dr. Strange is the rarest Marvel Universe figure. But I suppose everyone has their own holy grail or one that got away.
