Wow, no dremel or hotglue gun, what is this world coming to?
I would say try the babybell cheese wax or really any soft wax. Maybe some sticky putty? There are lots of things that would work good.
As for the head not sitting low enough, you need a dremel. I guess you could use a knife to gouge out the bottom of the head but it would look terrible and could wreak the head. And you could cut yourself very badly since the head is hard to hold onto. Dremels as long as they are a brand other than Dremel are very cheap. I have seen some nice precision tip ones at Harbor Freight Tools for under $10. I say go buy one and do it right! There are so many uses for one it would not stop with this figure!
