the way it sounds to me is....he was selling a poison Ivy figure...with a buy it now or best offer? you made an offer...he never replied...you either got it somewhere else or dodged the bullet cause you decided you didn't want her. a week later and he agrees to the offer?
If it went through to your purchased list...then yes you have to pay. If not tell him to screw off.
doesn't sound like he should get a positive feedback. he might have been super busy or something or had an emergency so you should cut him some slack in that case...but if not...he should cut you a break and let you get out of the deal. they really can't force you to buy something, you can contact ebay and open a dispute..plead your case and hope they side with you. even if you don't pay you'll prob get a warning or some bad star or some shit.
