I think that was done intentionally. Painting it on would have looked terrible, as it's not part of the costume, it was a piece of paper taped to it. A paint version would look like it was drawn onto it. Adding it to the figure as a separate plastic piece would have increased costs even more for what is supposed to be a very simple and cheap variant.

Really, the best option overall was to leave it empty for collectors to add themselves. Kind of like the Nick Fury cigar issue, where they designed the mouth so collectors could add it themselves, without running afoul of Hasbro's strict anti-smoking policies.
