Not having a full line for XM:FC was a business decision due to the other toy lines that they were working on for that year (Thor, Cap, MU). That, and based on X3's performance, both Marvel and Hasbro were unsure of how successful FC (and its toy line) would be.

In fact, I still consider the FC comic packs to be part of MU, not a separate "line" for XM:FC. But that's just my opinion, of course.
