Looks like it might be a shot from a Toy Fair or SDCC display. It might be an upcoming release, even if the figure in the actual display is not a painted prototype.

Sometimes Hasbro will commission customizers to create a figure to put in the display either as a placeholder for an upcoming figure that hasn't hit the prototype stage yet, or as a way to gauge interest in a character they might do in the future.

If we knew when and where the pic was taken, it might help to figure it out for certain.
