In a word, yes. I've seen all but the last four multiple times. Of the last four, I've seen Mystique, X-Force Deadpool and Punisher a couple times and the regular Doom only one time.

If you want to get technical, a running change
is
a type of variant in that it is different from the product's original release. However, "normal" variants are released to retail at the same time as their originals (like MU Blastaar, for example). Running changes replace the originals, which are no longer made or sold by the manufacturer.
That's a very important distinction to make, similar to the difference between a short-packed figure and a chase figure.

Considering I live in the primary market for this product, it would stand to reason that they would be much easier, on average, for me to find than for someone in another part of the world.

I'd recommend both Hardshell and Shockwave for several reasons:
1. They're fun little toys.
2. If you get either the voyager (or more likely, the ultimate) version of Predaking, the Cyberverse figures scale better with him than any other size class combo.
3. There's been no indication that Hardshell will be available in any other size-class.
4. No lobster cosplay bits.
5. Once you get the voyager, you'll have father and son together at last. Because you know ol' One Eye cloned himself at least once during his time alone on Cybertron.
