I would imagine since they're supposed to be a covert ops/wetworks kind of team, shiny uniforms would seem inappropriate. Then again, there are a lot of costumes that would be completely ridiculous and impractical in a real-world environment.

Having said that, in the comics it seems to be up to artist interpretation (and the shininess is due to highlights).
