A lot of 90's figures with lacking articulation are pretty cheap these days. They may one day go up in value but by the 90's the comic book craze was in full effect and people knew to save things, even keeping them unopened. The reason older stuff really goes up is because nearly all of it got played with. The fact that I can find walls of 90's Toy Biz X-Men or even stuff like old Star Trek figures at comic shops is part of why they aren't worth much. People wanting TNG figures are just getting the collector aimed stuff that is being released these days.

You could just put it up on ebay for like $20 and see if anyone thinks it rare. The market may surprise us.
