I'll take the bait.
*Ahem* Cartoons, or animation for that matter, is just one medium for content delivery of a creative mind's endeavor.
Cartoon itself simply means of a satirical nature whether in print or animated (this goes for all shores of the world, so yes even anime can be cartoons, all cartoons are animated or drawn, but not all animation or drawings are cartoons. The satirical nature dictates that).
It wasn't until the late 70s that cartoons became known for 'kids' inspite of several attempts by various creators using it for other means, and still sporadicly so throughout the 80s and 90s.
Originally, even looney toons were for all audiences. Merry Melodies the people behind those classics, had only created what they thought was funny or would get a laugh. No age was ever directly intended, as these were grown men, just making what entertained them. The same could be said for the proof of concept origin of all animation steam boat willie. It wasn't until the mass mainstreaming and marketing of all animation that we started to see child fare being pumped out to market toys or babysit kids. The same can be said of all shores, even japan.
(Japanese animation has a similiar history after their american and france inspired roots. But I'll save that for another day, or random mood. It would include why it annoys the frack out of me that people use the word 'anime' wrong.)
