That pretty much sums up my opinion of the EU. As far as the stagnation of tech in the SWU, I blame the Senate during the Old Republic (bureaucracy) and the Emperor during Imperial rule (oppressive regime).

With Jango, I'd agree. But he does explain why a lot of the Stormtroopers in SW are so inept. Honestly, it's amazing that the Emperor was to keep the Empire intact for 20 years with that kind of staffing.
But Boba? When a bad ass Sith Lord specifically calls you out when laying down ground rules for a mission, you are automatically made a bad ass yourself. I point to that scene every time some one asks why Boba is so popular, when he didn't do very much in the films and died like a bitch (the EU story about him escaping the Sarlacc notwithstanding).
Apparently Lucas never understood why either, which is also why I believe he's not that great of a storyteller unless he has help.
