Main hero Scrapper, with at least one good ranged weapon (been using the gold weapon from Season 2 chapter one myself). Everything else is kinda up to you (I took the Techno-Organic Exoskeleton for the immunities, Neurotrope, and the Scroll of Angolob, but others could easily be subbed in).
Slot 2: Blaster Cyclops (even better if it's Phoenix 5 blaster Cyclops). This sets up flanking.
Slot 3: Blaster Hawkeye (Avengers Initiative Outfit works best). Pinpoint Shot + Flanking = good chance for "Rapid Fire" to kick in, plus with the AI costume the debuff arrows provide a lot of useful debuffs and DOTs.
With the P5 Cyke and AI Hawkeye I can usually get about 30-40% off of him. It's worth noting that counterattack and follow-ups do not trigger the Titanic Intimidation even if they're melee attacks. So Scrappers with ranged attacks can still "brawl" him on the follow up but don't get the debuff.
Which is a good secondary strategy: Pick scrappers with ranged attacks (Like Ghost Rider or Omega Sentinel)
