Part of Mattel's issue with DC toys now is getting retailers interested in them again. The other half, of course, is making toys that aren't crap, appeal to more people than just 6-year-olds and younger, and don't bust anyone's bank account. To me it seems that Mattel is having a very hard time finding that sweet spot amongst all those factors.
I sincerely doubt they would ever intentionally ignore or refuse a opportunity to make a profit. Lack of profit would be the only reason I could see as to why any for-profit company would actively avoid a given market within its industry.

Well, for one, not every kid is like you. Two, some kids/toy collectors actively try to get as many versions of their favorite character as possible, which would include multiple costumes and such.
For example, when I was I kid I snatched up every version of Luke Skywalker I could get because he was my favorite character in SW and I wanted to recreate all the scenes with him in it (and it's kinda hard to do the Wampa fight correctly when Luke's in his Tatooine farm-boy outfit).
Cut to today and I'm still buying multiple versions of my favorite characters like Luke, Vader, Boba Fett, Soundwave, Prime, Snake Eyes, Storm Shadow, Cobra Commander, and so on. But I will admit I do draw the line at Battle-Damaged versions of toys I already own.
