To me, that speaks of Target's distribution system being the issue, not the individual manufacturers. Besides, Hasbro does not ship directly to individual Targets or Walmart stores. National chains like those have their own distribution centers where product is doled out to the individual stores.
Of course, if the product hasn't reached their main distribution center(s) yet....
yeah those dummies don't seem to understand what they have. That 1st wave was still up but I'd venture to bet if they had Alley & Night Vipers, Combat Ninjas & Crimson Guard troopers in ample supply, they'd easily sell out those figs.
