Shortpacking refers to the ratio of a given toy to the total number of figures within the same case, not the physical size of a toy or toy line. Toys that are considered shortpacked are the ones that come one- or two-per-case, while other figures in the same case may have 3 or more of each one.
For example, the Bane figure in the
first case
of TDKR figures was only one-per-case and therefore shortpacked compared to the others in the case.
Companies usually only do that for figures they think won't be as popular (therefore not making as many). Unfortunately, a lot of times shortpacking a figure actually makes it
more
popular, especially with collectors since that figure becomes rarer by default. Of course, the toy in question has to already be somewhat popular for it to matter (like some villains, for example).
