1. You really shouldn't speak in absolutes, even in hyperbole. Not everything they do is hypothetical.
2. Retail lines and Subscription lines are not the same thing, and have different rules.
3. Any information regarding Sub figures from Mattel goes through their legal department first to make sure it's OK for them to release the info. When it comes to fans' questions, it's a lot easier for them to just not answer than run it (and several others like it) through Legal. Especially if the answer is still "No comment".

More likely that you have some collectors and/scalpers in your area snatching them up. Or even more likely it's due to the overstock of wave one for each of those series, making retailers slow to stock subsequent waves.
The only figure in your list that I personally never saw at retail was Robin from TDKR. Then again, I don't collect them so I really didn't give it a second thought other than "Hey, JGL. Loved you in 3rd Rock and Inception. TDKR was good, but the ending was kind of meh."
