It kind of depends on whether or not you count 2008's
Incredible Hulk
as part of Phase 2. There are only a few ties between it and the rest of the films, so it could just as easily be ignored as 2003's
Hulk
. At least as far as the MCU is concerned.
I consider The Incredible Hulk part of phase 1, it was included in the phase 1 case set (Iron Man, Incredible Hulk, Iron Man 2, Thor, Captain America, and The Avengers). Phase 2 is all post Avengers (Iron Man 3, Thor 2, Cap 2, Guardians, Ant Man, Age of Ultron). You're right though, the connections are small: a SHIELD logo on the canisters used on Blonsky, Stark showing up in the post-credit scene, and Blonsky getting name dropped in an episode of SHIELD, Marvel's probably hesitant to bring up this movie because of the switch from Norton to Ruffalo.
