Maybe they tried already and no one wanted it. It's not like that hasn't happened before with multiple lines and figures.
I think it looks really great, but I'm not going to be crestfallen if I can't get one.

are supposed to work, I don't see an issue with that idea. If anything, Hasbro and co. shouldn't even be selling them after the show if they're supposed to be exclusive to that show. What's the point of calling it a Con exclusive if you can get it without having anything to do with the show? Might as well just call it a limited-run figure instead.
I think the real question is should it be a Con exclusive at all, considering how massive SDCC is these days versus how popular the Black Series is at retail.

Since the display is sized for the Han-in-Carbonite exclusive from last year's SDCC, I think it's pretty safe to assume this Jabba is also in 6" scale.
