I think it's a company-wide thing. I have yet to hear of a Walmart anywhere in the US that carries the 6" Black Series figures.
And I agree that really sucks.

You do realise that the post you're quoting is almost literally a year old and was made long before they announced the Speeder Bike, right?

I could see Hasbro doing a Wampa and maybe a Tauntaun, but not an in-scale Dewback, Rancor, Bantha or any of the other larger creatures. I think it would be just as cost-prohibitive as the bigger vehicles in that scale.
There's also the question of shelf space and retailer interest. If they can't get retailers interested in carrying those larger items (even as exclusives), then Hasbro won't make them.
