Starfox is Thanos' brother and he was featured consistently throughout The Infinity Gauntlet. Eros' reason for being in the set (IMO) is that he and Nebula were the family members that Thanos kept at his side and tortured for nearly the entire duration of the fabled series. Thanos also kept Death herself as a thrall during his stint as Marvel's supreme being. I don't believe the characters of this set are meant to represent "wielders" of the Infinity Gauntlet. I am fairly certain that the theme behind this offering is a collection of Thanos' "notable captives" at the moment he attained ultimate power. But I don't work for Hasbro or Marvel...so who knows what the motivation might have been?
Edit: I just looked at the photo again and saw the little Infinity Gauntlet next to him. I understand now what you were talking about. Maybe it was packaged incorrectly and the mini-gauntlet is actually meant for Nebula, but got misplaced by the Chinese factory that assembled this set?
Edit #2: LOL I looked at the promo pic this time and saw the infinity gauntlet on Eros' hand! I am now in COMPLETE agreement with your expression of consternation! WTF?! I'm sure these execs at Hasbro get paid enough to do a better job on quality control issues like this one. Is it so hard to find someone with business acumen and "enough" experience with comics to fill these roles? If that's too tall an order for Hasbro's HR department to accomplish, then maybe I need to float my resume their way. I'll take their 75-80k salary and NOT mess-up a product reveal at the most important annual comic-con event on the North-American continent.....What a joke!
