Or is this more of a cost issue? If that's the case, then it's more understandable to do smaller characters.
money wise , i read somewhere it had china getting human rights i.e they weren't getting paid minimum wage they weren't getting paid as much as they should've been but now they are so we can only do cheaper figures , although having said this.... MU got a Galactus and helicarrier playset although these were for MU scale but the MU Galactus is i think taller than the toybiz one so there isn't a problem really , but if you look at marvel legends prices now , imagine how much they could cost, and some people said the x-men wave is cheaper then others which makes sense the amazing spider-man 2 wave we got a baf green goblin as ultimate thus the figures costing more because he's bigger and compared to jubilee the x-men should be cheaper.
basically more plastic = expensive toys / less plastic = cheaper toys if they did some one like galactus again depending on size it might cost £/$ 30.00 a fig which nobody would buy at that price
although i have paid more than that for 1 figure but he was Deadpool [series 6] in MOC with four comics
