Here is a little Bio for LL:

Last Laugh: Rumors abound about who or what he is. Some say he is the madness of New Earth incarnate. The Mystics say he is the avatar of Loki. Whispers of a Government experiment gone horribly wrong. Others say he is the answer. "He is People Magazine's Sexiest Man of the Year! " There is no rhyme or reason to what he does. One day he fights on the side of the Saints others its the Sinners. He was banned from The Arena on his first day of competition for shooting his opponent in the head from 2430 meters away with a high powered sniper rifle. "A: The guy was huge and 2: I won!" One story has it that when The Golden Dragon found the Fountain, he also found Last Laugh bathing in it fully clothed with a shower cap and back scrubber pushing around a rubber duckie. The two fought to a stalemate after three days of combat. "It was not a rubber duckie it was a duck shaped bar of soap, and it wasn't a stalemate. It was a Monday and Dancing With the Stars was on!" He has walked away from injuries that would have easily killed a normal human and is equipped with two gatling wrist cannons, but his weapon of choice is a carbon bat with a cinder block secured to the end of it. "Ask Dead Patriot if it looks familiar!" One of his favorite pass times is to shadow parties that appear to have missions with objectives and when the end is reached, he swoops in killing the remaining party members of which ever side has one so that (yes, that's right. You guessed it!) he can have the Last Laugh. One thing is true: Where ever he goes carnage follows.
