This line isn't happening. I have a feeling. I know that Tartamella had a lawsuit with his original partners, which forced them out. However, with THEM, it sounds like the line was a go, and only now is becoming a Kickstarter. I mean...just...effed every which way.
I'm curious as well. I remember watching an interview with the then head of Sota toys a while back, who said that Capcom fought with him on everything, from the choice of characters they wanted to make (they argued bitterly when they discovered Sodom was to be featured in wave 1 of the line) to their variants (the infamous bloody Ryu/Sagat two pack being pulled). They then were burned pretty badly by Jazwares, whose toy line sucked quite honestly, and NECA just couldn't generate interest with their slim pickings of characters (Ryu, Ken and Akuma....again?) Hopefully Capcom is itching for a little bit of success from the toy front again and will ease up a bit, but like you said they are a huge wild card in all of this.
But...if Skeleton Warriors could get funded (something I NEVER saw coming...) I suppose anything can these days.
It's kind of a shame that Capo didn't choose to go after the Mortal Kombat license instead now that I think about it. After how terribly disappointing the Jazwares line was, I'd imagine Ed Boon would drop the cash himself if MK were to be done with sculpts of this quality. And since there's never really been a solid and well articulated palette swapped ninja from the series done thus far, I would have been all over that! Scorpion, Sub-Zero, Reptile...pick a color...I would have been all in!
