DCC only makes toys for direct market sales, so comparing mass retail products to DCC stuff is not exactly fair. That's like asking 12" G.I.Joe figures to look like Sideshow figures.
Having said that, I do believe Mattel's doing a great job so far with their Multiverse offerings. Their 6" series? Unless you're into Total Heroes (nothing wrong with that), not so much.

The plastic production molds are usually thrown out after a few production runs simply because they get worn out. Now if you're suggesting Mattel simply throws out the steel molds that are used to make the production molds, I highly doubt that.
The only times I've heard of a company intentionally destroying the steel molds are when they are too old to be of any use (i.e. worn out), or when they are used for an exclusive that will never be produced again.

The Mattycollector toys that showed up at Big Lots was a one-time event, according to Mattel. They had made too many extras (customer service toys, non-subscriber sales, etc.) for certain subscription-based items and wanted to off-load them fast.
